Definition

The indicator shows the newly committed project funds for German development cooperation projects that take gender equality into account (in %).
Intention

The German government is internationally committed to gender equality and works with various partners to achieve this. Equal rights, equal duties, equal opportunities and equal power for women and men are explicit goals of German development policy. In addition to projects whose main objective is gender equality, it is also important to promote large-scale projects, for example for transport infrastructure, social security, health, education, etc., which integrate gender equality aspects as a secondary objective and thus reach the entire population.

5.1.g Proportion of project funds allocated to gender equality in German development cooperation

The promotion of gender equality is an integral part of German development cooperation (DC), implemented through the allocation of project funds specifically aimed at this goal. The proportion of funds allocated to projects in German DC that promote gender equality serves as an indicator of the fulfilment of national and international commitments to gender equality.

Since 1997, the OECD-DAC gender equality marker (GG marker) has been mandatory to ensure that gender aspects are taken into account in international development cooperation. The GG marker distinguishes between projects marked as GG1 and GG2. GG2 projects pursue gender equality as their primary objective, with the promotion of gender equality and the fight against gender-based discrimination being core aims of the initiative. Projects marked GG1 consider gender aspects as an important but secondary objective. To ensure that gender equity remains relevant in GG1 projects, the OECD requires a gender analysis and the presence of at least one relevant output indicator when assigning the GG1 marker.

Both GG1 and GG2 projects are included in the indicator. While GG2 projects have a stronger focus on gender equality, GG1 projects often have a broader reach. GG1 projects include many large-scale initiatives in areas such as transport infrastructure, social security, health, and education, where gender equality aspects are integrated as a secondary goal to benefit the entire population.

Between 2019 and 2022, the share of newly committed project funds in German DC that took gender equality into account ranged between 40% and 50%. In 2023, this share rose significantly, reaching 73.2%
